玉溪因水得名，玉溪河即《水经注》所记之桥水，明代文献中已称玉溪，取其清流如玉之意。世代以来，玉溪人因湖而生、依河而居，湖泊孕育了奋进的生命、大河浇灌了肥沃的良田，传承了丰润的文化，一代代玉溪儿女用奋斗铸就了“玉汝于成、溪达四海”的“玉溪”精神、山高人为峰的“红塔”精神、深邃开放的“仙湖”精神、激流勇进的“抗浪”精神。

Yuxi is named after the water. The Yuxi River is recorded in the "Shui Jing Zhu".  It has been called Yuxi in the literature of Ming Dynasty describing its clear stream like jade.  Across generations, Yuxi people have been born by the lake and lived by the river. The lake has given birth to the endeavored life. The river has irrigated the fertile land, and the rich culture has been passed down. A great number of progress is achieved by talents of Yuxi and the influence of Yuxi overspills to the whole country.

Yuxi is one of the core cities in the construction of the economic circle of Central Yunnan. The domestic and foreign capital absorbed was 273.6 billion RMB (about 38.14 billion USD), and the total import and export volume reached 6.34 billion USD. Yuxi is also on the list of “2017 China's Most Attractive City for Investment”.

近年来，玉溪乘着新一轮西部大开发、长江经济带建设等国家战略的东风，不断完善铁路、公路、机场等基础设施，2016年步入“高铁时代”，2019年内将全面实现“县县通高速”；玉溪加快推进烟草及配套、矿冶及装备制造、高原特色现代农业三大传统产业转型升级，大力培育生物医药及大健康、文化旅游、信息、现代物流四大新兴产业，全力打造高质量跨越式发展的主引擎；玉溪出台支持政策、设立专项资金、完善基础设施，大力发展数字产业，华为、360等35户知名企业入驻玉溪，数字经济年均增长35%以上。2018年，全市实现生产总值1493亿元、增长8.9%，人均生产总值、地方公共财政预算收入、人均地方财政收入、城乡居民人均可支配收入均位居云南省第2位，全面建成小康社会指数超过西部标准的90%。

The Indicator of Well-off Society exceeds the standard of Western Area by 90%.

当前，玉溪正着力提升旅游的水平和品位，着力擦亮抚仙湖、帽天山、花腰傣三张旅游“老名片”，做美做优通海历史文化名城、哀牢山、磨盘山三张旅游“新名片”，培育打造华宁温泉度假中心、江川水上运动中心、红塔区田园综合体三张旅游“潜力名片”，打造红塔区―峨山―新平―戛洒―哀牢山民族风情旅游、澄江―江川―通海―华宁以及红河谷-绿汁江绿色生态游三条精品旅游线路。同时，在文创产业、演艺产业、博物馆群、特色庄园群的打造上下功夫，积极培育玉溪文化产业。

这里，民俗浓郁，节庆绚丽。中国聂耳音乐（合唱）周已经成功举办六届，走过十个春秋，成为云南民族文化强省建设的重要品牌。玉溪米线节、华宁柑橘节、江川开渔节、新平花腰傣花街节、易门野生菌美食节、澄江立夏节、通海花街节、峨山火把节、元江金芒果节……，丰富多彩的节庆活动，让游客吃好玩好，乘兴而来，尽兴而归。

多年来，玉溪始终坚持“生态立市”战略，把生态文明建设作为关乎子孙后代生存发展的大事来抓，深入贯彻落实习近平生态文明思想，认真践行“绿水青山就是金山银山”理念，强化“共抓大保护，不搞大开发”战略导向，坚持保护第一、治理为要、科学规划、绿色发展，坚决落实“四个彻底转变”，近3年来累计投入生态环境保护资金40个亿。实施蓝天保卫战、碧水保卫战、净土保卫战，开展城乡人居环境提升行动、国土绿化行动、产业转型升级行动等，推动玉溪生态文明建设取得新进展、新成效。目前，全市森林覆盖率57.3%，中心城区的空气质量优良率99.7%，全市集中式饮用水水源地水质达标率100%，被列为全国水生态文明城市、国家低碳城市、健康城市试点。

The construction of ecological civilization in Yuxi has made an impressive progress through protecting the air, water and land, improving living environment, enhancing land afforestation, and transferring and upgrading industries. At present, the city's forest coverage rate is 57.3%, and the air quality rate in the central city is 99.7%. The compliance rate of the city's centralized drinking water quality is 100%. It is listed as a national water ecological civilization city, a national low-carbon city, and a healthy city pilot.

玉溪拥有抚仙湖、星云湖和杞麓湖三大高原湖泊，其中抚仙湖是珠江源头第一大湖，占云南省九大高原湖泊总蓄水量的68.3%，占全部国控重点湖泊I类水质的91.4%，被列为全国8个水质良好湖泊生态环境保护试点之一。

Yuxi has three plateau lakes, including Fuxian Lake, Xingyun Lake and Qiluhu Lake. Among them, Fuxian Lake is the largest lake at the source of the Pearl River, accounting for 68.3% of the total water storage capacity of the nine high-altitude lakes in Yunnan Province. 在湖泊保护治理上，玉溪严格落实“抓好治水的人、管好装水的湖、治好流水的河、护好蓄水的山”四句话——

● 全面落实河湖长制，推行“六必看、六必听、六必改、六提升”工作法，深入实施“高原湖泊卫士”行动；

● 认真实施三个湖泊保护条例，扎实开展“三湖”保护治理雷霆行动，依法依规对“三湖”流域进行全方位管控，编制完善“三湖”径流区相关规划，22家中央省市县属企事业单位和16家私营企业全部退出一级保护区，一级保护区约3.2万人已完成搬迁8274人；

In the protection and governance of lakes, Yuxi strictly implements the River and Lake Chief System and carries out “Plateau Lakes Guards Action”. The three lake protection regulations have been put into practice along with the "Three Lakes" protection and control of the Thunder Actions. Yuxi has conducted comprehensive control over the "Three Lakes" basin under the guidance of the law, and compiled and improved the relevant plans of the "Three Lakes" runoff area. 22 enterprises and public institutes administrated by central, provincial, municipal and county government and 16 private enterprises have withdrawn the circle of Class 1 protection area with a population of 32,000 people living in it and 8,274 of them have moved out.

● 系统加大防污截污治污力度，实施“一河一策”精准整治，实施“三湖”环湖截污工程，实施抚仙湖径流区近6万亩耕地休耕轮作和“三湖”流域绿色农业示范工程，从源头上管控污染；

● 创新提出建设深蓝抚仙湖、森林抚仙湖、七彩抚仙湖，年内启动15.17万亩植被恢复，启动抚仙湖沿湖剩余2.3万人生态移民搬迁，启动“森林星云湖”“森林杞麓湖”建设，千方百计守住了抚仙湖Ⅰ类水质，杞麓湖水质由劣Ⅴ类改善为Ⅴ类，星云湖水质不断改善向好。

如今，玉溪高原特色现代农业领跑云南省，农产品出口总量占全省40%，矿冶及装备制造产业实力居全省前列，新兴产业以每年30%左右的速度快速增长，5家企业成功在“新三板”挂牌上市，规划12平方公里、投资1000亿元、可容纳10万人口的科教创新城建设已初具规模，辐射南亚东南亚的华为和联通大数据中心已建成启用，以大数据、云计算、5G应用、区块链为核心的“数字玉溪”建设驶入快车道，数字经济年均增长35%以上。国家创新型城市、国家智慧城市、云南国际医疗健康城建设正分步实施，城市创新创造水平、综合实力走在全省前列。

玉溪以落实“数字云南”建设部署推动创新发展，出台支持政策、设立专项资金、完善基础设施，发展数字经济、建设数字玉溪。全市光纤接入端口达183万个，社区和行政村实现光纤全覆盖，建成华为、联通两大数据中心，华为玉溪数据中心成为国内第一个取得双认证的T3级数据中心。培育了云南蓝晶科技、汇龙能投、融建信息等一批优秀本土企业，引进华为、360科技、腾讯等一批互联网领军企业，打造了以高新区智能制造产业园、中科曙光工业互联网平台为重点的生态系统。

2018年，玉溪实现信息产业增加值近30亿元，增长52.9%。玉溪还相继建成了全市统一的政务云，搭建云南省第一个实战型“信息资源互联共享平台”，实施互联网+教育、医疗、综治等智慧应用。构建大众创业、万众创新的战略布局，建设玉溪双创中心启迪众创园，入驻企业已达150多家，入选2019中国100家特色空间。
